The Kentucky Housing Corporation (KHC) was founded in 1972  by the General Assembly (which is the  legislative body of the Commonwealth of Kentucky) to provide affordable housing and housing assistance to low income residents of the state.

The Kentucky Housing Corp is self-supporting, a portion of its funding coming from the interest proceeds of the sale of tax exempt mortgage bonds the remainder from fees for administering federal housing programs within the state.

In its forty year history, the KHC has enabled almost 90,000 low income Kentuckians to become  homeowners, and a further 27,500 residents have been helped by their rental assistance programs.  KHC also is able to provide  rental housing production financing, homeownership education/counseling and a variety of rental assistance, housing rehabilitation and home repair initiatives. Working in partnership with lenders, builders, local governments, developers, real estate professionals and community agencies statewide the KHC has been tireless in its efforts  to maximize affordable housing opportunities through a number of programs and services.

Two of the larger federal  low income housing initiatives administered by the KHC: Project Based Rental  Administration and the Housing Choice Voucher Program (otherwise known as Section 8) are the most widely utilized. The KHC encourages property owners state-wide to accept Section 8 tenants and also provides a comprehensive web directory of available properties.

Additional programs offered by the KHC are concerned with: weatherization assistance, mutli-family finance, design and construction assistance, asset management compliance monitoring and a consolidation plan aimed to help public housing authorities and other agencies apply for federal funding for low income housing production.

The KHC also offers specialized housing programs for the poorest Kentucky residents, the homeless and special needs demographic as well as  those with no-to extremely low income though their Specialized Housing department.  Termed “Continuum of Care” programs, the KHC is able to provide:

• Emergency Shelter Grant (ESG)
•  Supportive Housing Program (SHP)
•  Shelter Plus Care (S+C)
•  Samaritan Housing Program
•  Section 8 for Single Room Occupancy (SRO).

Other programs administered by the SHR department include Safe Havens and Recovery Kentucky (formed  to strike at the root causes of homelessness, including drugs, domestic abuse and mental illness); the KHC HOME Tenant Based Rental Assistance program (; Housing Opportunities for Persons with Aids.

Another vital function of the SHR  is the Homeless Management Information System which gathers data of the programs administered by the SHR’s various programs, providing population numbers and demographics to the HUD and the United States Congress. This is critical data for securing adequate federal funding for low income Kentucky residents.
