The Federal programs extended by the Department of Housing and Urban Development (HUD) to aid low income and extremely low income households form the backbone of income based housing in Indiana.

Local public housing authorities administer the HUD program “Section 8” which is comprised of rental assistance to qualifying families as well as initiatives to make more low income housing units available to satisfy demand.

Other low income housing opportunities are offered by the State of Indiana’s Housing and Community Development Authority (IHCDA) include the “First Home” program which offers Indiana residents mortgages at below market interest rates, in combination with other federal programs such as FHA/VA, Fannie Mae or USDA’s Rural Development financing.   An enhanced version of this program, called “First Home Plus” not only offers a special mortgage rate but also assists with a 3.5% down payment assistance feature that is capped at $3000 but zero interest.  Homeowners are expected to pay the down payment benefit back when they refinance or sell their homes.

For those who cannot qualify for the First Home programs because they are not first time home buyers, the IHCDA also offer a relatively new program “Next Home” that provides down payment assistance up to 4% to applicants.  The income limits on this program are higher and there are no purchase price limits as is the case with the First Home programs.  The qualifications for Next Home include:
· DPA is 4%
· FHA loans
· DPA is fully forgiven after 2 years
· DPA is zero interest no monthly payments
· Min credit score 650
· No purchase price limits
· must be originated through a participating lender

In addition the IHCDA offers a Homeownership Program for Veterans which seeks to stimulate the state economy by revitalizing and development of communities.  The program is designed not only to provide housing, but to help households accumulate assets and move up the socio-economic ladder, because foster economic stability at the root level benefits communities in terms of strengthening neighborhoods, encourages local spending and inclusion in the local tax base.

IHCDA also takes an active role in educating homebuyers about the home buying process through a free, online educational course. This helps prepare potential buyers to face situations that can arise in the purchasing and financing process.  Completion of the course is required to qualify for certain IHCDA single family purchasing programs.

A particularly timely program also exists under the ICHDA banner is the Indiana Foreclosure Prevention Network (IFPN) to offer free information, counseling and resources to Indiana residents facing foreclosure.
