The Texas Department of Housing and Community Affairs is the Texas governmental agency that oversees income based housing programs within the state and also offers foreclosure and disaster support, weatherization and home repair assistance, as well as energy efficiency initiatives.  The TDHCA works with those cities and counties that receive no direct allocation of federal housing funds (so called “non-participating jurisdictions”); non-profit and community organizations, private housing developers and public housing authorities.

Aid to Texans in need comes in the form of homeowner assistance programs that provide both down payment assistance and modifications to existing properties to make them more accessible to the disabled. Another program is based on a sweat equity model and provides very low income families with the ability to build a new home or renovate/reclaim existing structures.  Applicants to this program, called the “Texas Bootstrap Loan Program” are required to provide a minimum of 65 percent of the labor involved in either new construction or rehabilitation.

Other Texas income based housing initiatives include a mortgage credit program that allows homeowners to declare a credit of up to $2000 on their federal taxes which is based on the percentage of annual mortgage interest paid.

The Texas Statewide Homebuyer Education program (TSHEP) which is administered by the TDHCA is a prospective first time homebuyer education process designed to familiarize buyers with the purchase and financing process.

Another agency operating in the State of Texas is the Texas Low Income Housing Information Service.

This private non-profit charitable organization was founded in 1988. The activity of the TLHIS is more than just dissemination of information as its name might suggest. The corporation actively seeks to apply its resources to developing solutions to issues regarding housing and community development through public-private partnerships.

The TLHIS conducts research and evaluation of existing low income housing and community development programs, seeking to identify needs and provide ways to meet those needs.  The organization also provides information about these programs to the general public to promote wide ranging public support and understanding.

The TLHIS also organizes and motivates low income people and communities to solve their own housing and development issues. One such in innovative program is directed at populations of very low income colonias, migrant farm workers and border residents.

Called the Iniciativa Frontera project, this program has produced hundreds of affordable, safe and good quality housing units through creation of community led organizations. This project focuses on self-help construction models, acquisition of water service, road paving and construction of indoor bathrooms for families who have had not indoor plumbing previously.  Along with this program, the TLHIS is also working hard to improve migrant farm worker housing which has long been a blight of unsafe and unsanitary conditions.
