Over 25 years ago the State of Florida Legislature created the Florida Housing Finance Corporation (FHFC).  The goal of the FHFC was and is to provide Florida residence of limited incomes to obtain safe and affordable housing.

The FHFC continues its mission in cooperation with local governments, nonprofit organizations, state government officials, and streamlines its programs to ensure the best match between existing programs and the low income population of Florida.

Among the programs that the FHFC develops and promotes are those which educate first time home buyers, down payment assistance programs and a program called the Homeownership Pool (HOP) program.   The FHFC also provides an online housing locator for affordable rentals.

One of the FCHC’s largest and most comprehensive programs include a Multifamily rental housing program which includes multifamily mortgage revenue bonds, an affordable housing guarantee program, investment partnerships, elderly housing loans and a tax credit program.


Another resource provided by Florida Housing Finance Corporation is their special needs Housing website. Called the “Florida Housing’s Link Initiative” (see http://www.floridahousing.org/SpecialNeeds/ContentPage.aspx) the website is dedicated to aiding special needs households (defined as households consisting of homeless families, survivors of domestic violence, persons with a disability, or youth aging out of foster care) most of which qualify for housing assistance due to being categorized as Extremely Low Income.  Target households are referred by support services agencies, matched with housing units, and are provided via an agreement between agency and applicant with support services for as long as they occupy the unit.In addition, the FHFC  provides, a “Predevelopment Loan Program”(PLP) and a program called the Affordable Housing Catalyst Program.  The PLP offers below market interest rate financing and technical assistance to eligible organizations (nonprofits, public housing authorities, community groups and local government) to develop affordable housing units. The Catalyst program is a training program specifically designed to provide technical assistance in meeting affordable housing needs.  The training is offered in three forms, workshops, on-site visits and telephone assistance. The FHFC provides this technical assistance in partnership with the Florida Housing coalition.

The Link Initiative also includes the innovative “Universal Design and Visitability” program, which aims to make more affordable housing useable by the broadest spectrum of eligible applicants, by making housing design more useable by more people at lower or no cost.

Florida’s income based housing programs are distinctive for their commitment to integrate affordable housing into communities and not segregate them.
