New York City has turned away from city ownership of housing properties and has instead focused efforts on creating community revitalization initiatives that are intended to promote private investment and partnerships between the public and private sector.
The Housing Preservation and Development Department works with non-profit and for-profit housing corporations; community groups and governmental entities to increase available affordable housing, as well as to strengthen neighborhoods and make it possible for more New York City residents to become homeowners.
Since its inception in 1987 HPD has provided almost $9 billion in funds which supports not only new construction but the restoration, rehabilitation and repair of several hundred thousand existing housing units for conversion to affordable housing.
In order to see that the available units are distributed to the applicant pool fairly and equitably, the HPD oversees a lottery system. Subsidized apartments are rented only through the open lottery to those eligible.
As of June 2012, eligible residents of New York City are able to apply for subsidized apartments via a simplified online application process, which now allows for one application to be submitted to the lotteries for separate developments. Prior to this time, applicants had to apply to each new project separately. The streamlined lottery application process is the brainchild of HPD and the City’s Department of Information and Technology. The lottery requires no broker’s fees or application fees.
The HPD does not rent units directly, but rather works with real estate and community personnel who actually market the properties. The HPD has the distinction of being the nation’s largest affordable housing developer in the municipality category.
The HPD seeks to improve housing options not only for the lowest income residents of New York City, but takes as it mission the creation and expansion of available, affordable and good quality housing to all residents of the city. Programs exist at several income levels and lottery winners may live side by side with those in other income categories. Rather than segregate very low income residents, a more realistic and less stigmatized mixed income community is ultimately created.
New York was long known for blighted neighborhoods with vacant, decaying and boarded up properties. Through the efforts of the HPD and its partners, many of these blighted areas have been transformed into safe and affordable housing units. With the elimination of run down, vacant tenements, communities within the city have been steadily improved by the addition of parks and open spaces along with the revitalized housing, leading to a safer environment for all.
