Income Based Housing in Georgia

The State of Georgia has a long history of participation in low income housing programs, The Augusta Housing Authority was one of the first housing agencies established in the US under the auspices of the federal Housing Act of 1937 (sometimes alternately known as the Wagner-Steagall Act) which provided for subsidies to be paid from the U.S. government to local public housing agencies (LHA’s) to improve living conditions for low-income families. The Housing Act of 1937 itself built upon the 1934 National Housing Act which created the Federal Housing Administration—in the 60’s this agency and others were combined into the Department of Housing and Urban Development which now administers all federal housing programs in the US.

The Augusta Housing Authority is still an active entity in Georgia, helping to provide housing for around 14.000 individuals.  This entity owns and operates 2704 units of conventional public housing and assists families with roughly 3600 units of Section 8 tenant based, project based and Veteran supportive housing.
Georgia’s Department of Community Affairs (DCA) administers the Housing Choice Voucher Program, a tenant based assistance program that aids low income families and individuals in renting safe, sanitary and good quality housing in the private rental market.  The program originated from the 1974 Housing and Community Development Act of 1974, established by the federal Department of Housing and Urban Development.  The program is dedicated to

  • Improving living conditions for low income people while at the same time maintaining rent payments at an affordable level
  • Promoting freedom of housing choice
  • Integrating lower income and minority people into mainstream society
  • Offering timely subsidy payments in an effort to encourage private property owners to rent to lower income individuals and families.

Georgia also offers “The Section 8 Consolidation Program”.  This is a privately funded grant program outside of HUD’s Section 8 voucher program which was designed to combine lower income housing resources and low income grants for low income persons.  The program accepts applications from both low income individuals and from landlords interested in joining the program by educating interested private property owners in the grants and tax incentives available.

Georgia is also a leader in making home ownership a reality for low to moderate income buyers who otherwise are not able to save for down payments required by conventional housing lenders.  The Georgia “Dream Home Ownership Program” offers fixed, low interest rate mortgage loans as well as down payment and closing costs assistance to eligible buyers. Additionally the program provides free homebuyer education in partnership with local entities to inform homebuyers in the process and responsibilities of home ownership.  All applicants to their financing programs are required to attend this training.
