The United States Department of Housing and Urban Development relies on local housing authority agencies to administer their Section 8 voucher program and tax credit programs. The State of Virginia boasts several organizations dedicated to helping the low to moderate income households in the state find and obtain affordable housing through the federal program.

The Virginia Housing Development Authority is primarily a low cost housing development entity and also offers mortgages to first time home buyers. Founded in 1972 this nonprofit agency—which uses no state tax dollars but funds loans in the capital market– also offers free home ownership classes and provides aid to people with disabilities in making their homes more accessible.  The Agency prides itself in working with lenders, developers, local governments, community service groups to put safe, affordable housing within the reach of every state resident.  The VHDA has helped provide financing for over 174,000 single family units and over 135,000 multi family structures since its inception.

On a more local level, the Richmond Redevelopment and Housing Authority (RRHA) has a long history in encouraging the development of affordable housing in the city of Richmond Virginia.  Established by the Richmond City Council in 1940, the RRHA has been a leader in community development for over 63 years.

The RRHA directly provides good quality housing for low to moderate income households, the elderly and disabled.  Boasting over 4000 units in the city, RRHA is the State of Virginia’s largest housing authority. The RRHA as part of its mandate administers the Housing Choice Voucher Program (HUD Section 8), but also offers educational and job training programs to give low income residents the opportunity to materially improve their lives. The agency also offers cultural and educational programs for children and teens living in RRHA housing including SAT prep, after school tutoring, sports programs, mentor programs and scholarship programs.  As part of its mission to provide the elderly and disabled with affordable housing, the RRHA also extends wellness health programs, recreational opportunities, as well as social and cultural programs to this resident demographic.

Another regional housing agency is the Hampton Redevelopment and Housing Authority. The HRHA is again primarily a local housing office that administers the HUD section 8 programs which serves Hampton County.  Additionally the HRHA offers a Family Self Sufficiency Program to its public housing residents, as well as offering home ownership assistance and services to the elderly and disabled residents.
