Building on its long history as an important agricultural area in the US the state of Ohio offers a unique resources to its residents in the form of the United States Department of Agriculture’s Rural Development Housing Programs. Modest in size as federal assistance programs go, this program nonetheless offers a wide range of loans and grants that are aimed at developing affordable housing in rural areas while still preserving their unique nature.
The USDA defines a rural area to include open areas, places with a population under 10,000 and places with populations between 10,000 and 20,000 may qualify if located outside Metropolitan Statistical Areas (MSA’s) and depending upon local mortgage credit conditions. The following are available under this program:
- 502 direct loans: Up to 100% of the appraised value made to very low and low income households to buy, build or rehabilitate rural houses.
- 502 Guaranteed Loans: Provides low to moderate income individuals with sufficient cash flow, but lacking down payment, an opportunity to obtain financing for homes in rural communities
- 504 Repair Loans and Grants: For very low income rural home owners for repairs to remove health and safety hazards, and to make the home safe and sanitary
- Self-Help Technical Assistance Grants: These grants are targeted for self-help housing for public or private nonprofit groups.
- Section 515 Rural Rental Housing Loans: Provide living units for persons with low and moderate incomes for those ages 62 and older, disabled or handicapped
- Section 538 Rural Rental Housing Guaranteed Loan Program: Assistance designed increase the supply of affordable rural rental housing using of loan guarantees that encourage partnerships between Rural Development, private lenders and public agencies.
- Farm Labor Housing: Loans and grants to farm workers, family farm organizations, state and local public agencies and private organizations and/or nonprofit organizations of farm workers; the objective to provide decent, safe and affordable housing for domestic and migrant farm labor located in areas where the need exists.
- Housing Preservation Grants: To remove health and safety hazards to owner-occupied residences or rental housing for low income individuals
- Technical and Supervisory Assistance: To provide funds to eligible non-profit applicants to conduct programs of technical and supervisory assistance for low-income rural residents to obtain and/or maintain occupancy of adequate housing.
- Rural Housing Site Loans: Assist public or private non-profit organizations interested in providing sites for housing, to acquire and develop land in rural areas
The Ohio Financing Agency is a state wide entity which seeks to help first time home owners, renters, senior citizens and the disabled to find good quality, affordable housing, as well as supporting developers and property managers to insure the availability and quantity of affordable housing in the state.
The Ohio Housing Trust Fund operates as a statewide funding source aimed at providing affordable housing units, expanding services related to finding and developing low income housing and improving the quality of housing for all low to moderate income Ohio residents. Towards this end the Fund supports housing development, emergency home repair and handicapped accessibility modifications. Additionally the fund seeks to support and promulgate services related to housing and homelessness.
